Identify the job first: federal finances, tax administration, or state securities authority.
A department, its tax bureau, and an association
The Department of the Treasury manages federal finances and public debt. Its broader work also includes financial-system safeguards and enforcement of federal finance and tax laws. It has financial regulatory functions, including national-bank supervision. Do not use the shortcut that Treasury never regulates.

The Internal Revenue Service, or IRS, is a bureau of Treasury. It helps people meet their federal tax responsibilities and administers and enforces internal revenue laws. Congress passes tax laws. An investment-income tax question concerns the tax system even though the income came from securities.
NASAA means North American Securities Administrators Association. It is a voluntary association of state, provincial and territorial securities administrators. In the US, state agencies license firms and agents, investigate violations, take state enforcement action and educate investors. Through NASAA, these administrators share information and take part in multi-state enforcement actions.
Keep the association and its members separate. NASAA coordination does not replace a state agency’s licensing or enforcement authority. SEC and FINRA roles are covered in the prior lesson; Fed policy and SIPC/FDIC protection have their own lessons.

Worked example
A firm needs to understand federal tax on securities income and the state license for an agent. Its state regulator also attends a NASAA information-sharing meeting.
- The federal tax question points to IRS administration of federal tax law.
- The state agent license points to the state securities administrator.
- The meeting describes NASAA supporting member cooperation. It does not move the state’s licensing power to NASAA.
- Treasury is the broader department that includes IRS and manages federal finances and public debt.
